Help to remove Blue popup bar in internet explorer

When I open Internet explorer a blue popup bar appears at the bottom of the screen, it stays in position in every application I open.
If I right click it and select properties, it seems to link to a page on web site ‘h t t p : / / lop . c o m’ and has links to ‘Make money’ ect, 6 drop down menus that don’t drop down and a search bar.
The only way I have found to close it is to ‘end task’ in Task Manager where it appears as IEXPLORE.EXE but re-appears the next time I open Internet explorer.
I use IE6 with popup blocker on, XP with all updates, use Norton internet security and scan with Ad-Aware and a NetGear ADSL modem/router.

Any help to remove and avoid this pest for the future would be welcome.

I find Ewido most effective as a first port of call, even if it only last 15-30 days or something.

It might not be worth trusting an uninstaller from their own site but have a look anyway click here
