HEC X-Power PSU Problem?

Hi, I bought a HEC X-Power PSU 650w few months ago, sometimes it coudn't start up the PC properly, after I pressed Power button, i could see the blue light in PSU flashing and CPU fan was trying to work, then it would stop right there, after few seconds it would try to start again. When this happens, I have to unplug the PSU, then wait about 3 to 5 mins, then reconnect it again, so the PC would start up properly.

Could you tell me what might be the cause of the problem? My pc has an Inter Core 2 Duo E2140 processor, ATI4850 GPU, 4GB memory, MSI neo-P43 motherboard.

I would think that the psu is probably faulty, do you have a spare you could try?
