Hauppauge 2000-t & Graphics card

I recently bought a 'Hauppauge 2000-t USB' for receiving Digital Terrestrial TV and Radio broadcasts on my PC.
For a start my antenna needs to be more powerful. But when I view TV programs, speech and visuals are not exactly in synch with each other.
I suspect that my on-board motherboard graphics need to be upgraded with a separate Video card.
Another problem is that my motherboard only has a PCI slot (no AGP).
Can anyone recommend a suitable upgrade? I'm not into gaming, so don't require a super (or expensive) card.
