Hard Drive Problem

I'm involved with a neighbour’s machine which displays a blue screen with, what looks like, a multi-coloured bar code and two other stripes down the monitor. I've replaced the on-board graphics with a graphics card from a machine of mine, but the problem still persists. She referred the problem to a reputable local repair chap who, after investigating my graphics thoughts, subsequently decided the fault lies with the hard drive which needs replacing. Now, given my description above, is there any way of recovering the data from the faulty drive? Any advice will be appreciated.

Out of interest has the on-board graphics been disabled in the Bios?

For those of you who may be interested in the outcome the problem, although the fan was spinning OK, was a faulty Power Supply Unit and not a duff hard drive
