Hard drive not present

I have just built a PC from a load of old bits and pieces (P166, 64mb RAM 540Mb HDD etc ). It works ok with W95. I decided to fit a further HDD - Quantum Fireball 1.09Gb. No matter how I configure it ( Master IDE0/IDE1 or slave etc) it is not recognised by W95). It is always detected in BIOS which reports back the correct info re cyl/heads etc.and this info is saved.
I tried fitting as master IDE0 and then booting with a start up disk but even DOS does not find it. Also used a Seagate diagnostic disk which reports no disks installed.
Is the drive simply kaput or am I missing something?
