My hard drive has stopped working and the pc will not boot up. I need to recover Photographs and other data. Who can I trust to look at it

If your hard-drive as completely failed, then it could be well impossible to recover any data from it, unless you go to a specialist company, and that's not going to be cheap.

You may have heard on many occasions, that 'back-ups' are essential on items that want to be saved. There are many ways this can be done, and whatever happens, by doing 'back-ups' there's always something to salvage.

Are you sure that its the hard-drive that's failed,and not something else?.

has it failed mechanically i.e. making noises or is it just not booting into windows?

You may still get into it when you replace an install windows again. plug it in using the power ans sata cable or by using an external caddy and access it through computer and open from there, it may say you dont have the right but click ok and let it do its thing. When ready you can choose the user and drag photos and music to your new hdd , but you cant drag progs. Hope this helped.
