hal.dll removed or disabled

My sisters future husband's PC has been royally knackered by her prospective step-son downloading porn on the PC. All that happens on boot up now is a message saying that
windows root>\system32\hal.dll is missing or corrupted and we can get no further.
The PC can't boot into Safe mode either. Trouble is they are unable to locate the recovery disk. Has anyone got advice on what to do to recover the PC or is ait a case of a new CD or PC?

Assuming it's using XP , borrow someone's OS disk , doesn't have to be your own , set the PC to boot from the CD , then click here and follow the instructions .

Assuming xp home,you could borrow a xp disc and carry out a repair using your own license key.

Something to check;

You maybe lucky and have the os on a hidden recovery partition.

Try tapping F10 or F11 on startup,if successful...you can carry out a repair or restore to factory settings.

Careful you don't restore to factory settings, that will wipe all your data and reset the computer to how it was when you bought it.
