Gremlins or Static??

For some unknown reason my PC will not boot up when I switch on either the monitor or the system unless I switch off at the mains first before starting up!! I have a Packard Bell ICON 1100.
This 'condition' suddenly appeared several weeks ago and is still causing annoyance.
To date no-one can give me any indication of what might be the fault.
Can anyone come up with any ideas? Would much appreciate some help !!

Most likely - Power Supply Unit

Next most likely - Motherboard

With this sort of problem you can't troubleshoot it execpt by changng parts.

I have seen a system problem like this, which turned out to be the Power Supply.
