Graphics prob - slow scroll, poor pic editing

For some months, a friend has been having problems with jerky scrolling and poor tool manipulation when photo editing, it's getting worse.
Dell Inspiron 9100 laptop; Pentium R4 at 3.2 GHz, 2Gb RAM, XP Home, HDD 50Gb 50%used.
Only mod to machine since new is increase in RAM.

When scrolling, the cpu registers 95%+ in the TaskManager-Performance tab window.
It's impossible to accurately crop in PaintShop Pro, the crop frame lags mouse movement so much and again, max cpu activity.
Running iPlayer is impossible - jerky images + stuttering audio.
Any advice please?

Sounds like issues with the graphics driver - update to the latest.

Also clear the drive of accumulated rubbish, and maybe also the Registry (I use Wise Cleaners - free- for these - others recommend CCleaner).
