graphics cards or capture card

I would like to copy some old VHS tapes to DVD and be able to play them back from a standalone player on TV. I believe that to do this with any quality the capture resolution must be 720x576 ?? The more expensive capture cards etc seem to offer this resolution.
I am not a great gamer but I notice that some graphics cards offer video in video out facilities but never state the capture resolution. Can anybody tell me if a VIVO graphics card can be used to capture VHS and will give as good results as a dedicated capture device or card.?
