GPO IE settings not applying

Hi guys, I recently created a new Group Policy in Server 2003 for my XP Pro SP2 users. I have a problem where the Internet Connection settings are being ignored. I have checked these settings in the GP object and they are all correct. My specified homepage is being ignored and users are being directed to, none of the favourites I added are in the favourites menu, and the Proxy settings are being ignored. The GPO is User Configuration>Windows Settings>IE Maintenance>Connection, as well as Proxy, Favourites etc.
I created a very similar GPO last year and the settings were all applied without problems. Upon changing to a newer policy, the problems have started. I have looked for any conflicting GP settings but I cant see anything to cause this.

Does anyone know where I might have went wrong? I can only assume at this stage that I have indeed configured a setting which is bypassing my IE & Connection settings.
