gpedit.msc how to limit access to screensaver

i have windows xp pro how do i use gpedit.msc to stop access to screensaver and desktop settings - i dont want anybody but me able to set a screensaver or change the desktop background

gone into gpedit.msc but no desktop folder tried reinstalling gpedit but no difference have looked on 2 computers with xp pro but both the same??

but when i run gpedit.msc i only get
software settings and sub categories
windows setings and sub cats
then
user config
admin templates
windows components and its sub categories
i dont get any of the others from the file tree you show.
and its strange asi have looked on 3 xp pro machines now!!??

any ideas very welcome
