Have you installed the Gimp and is it running OK. You have to install the GTK runtime environment first, then install the Gimp second.
try this site for the help files that will install into the Gimp programme, I just downloaded the English Language download at the bottom of the page and installed it.

Yes,the gimp programme runs fine. I downloaded the help files, which took about 45 minutes but then could not open them.Windows did its usuual bit about not knowing the programme but I couldn't tie up anything.
Thanks folks for help

I have found out that the files are BZ2 which seems to be a compression programme but haven't a clue how to proceed from there.

The help files I downloaded, the English language ones are an exe file and only need double clicking to run and install into the Gimp bin folder, so that you can click Help from the menu bar when working in the Gimp and the help files are there. that's the last one in the list at the foot of the page here (16,011 kB )

Don't know what other Gimp site you got the bz2 from but either of these will uncompress it I think if you want to use them, as I say I did the above method and didn't need to uncompress.
