I recently put together a new pc

EVGA GeForce GTX 260 Video Card
GIGABYTE GA-EP45-UD3P LGA 775 Intel P45 ATX Intel Motherboard
RX-630SS Power Supply,
8GB G. Skill 240-Pin DDR2 SDRAM DDR2 1066

when i tried to boot it up it would get power of half a second and power back down again. So i tried to diagnose what had gone wrong. turns out that when i replaced the Video card with an old one it works like a dream. Could it be that i got a bad card?

Raidmax PSU's are not rated very well. Your gfx card could be asking for too much power that your PSU wont be able to deliver.
It's your PSU, buy a better one.

Great. Thanks for the info. I was wondering if that could have been an issue.

Turns out it was the PSU. But after getting a new one plugged the card in and it went up in smoke :\ so i sent THAT back for a replacement. The new GPU came, installed and working :)
