Getting speed dropouts on Cable Broadband

I have 4MB broadband from Virgin Media, usually I get good download speed, often over 500Kbs. But it frequency drops as low as 30Kbs or less, and web pages take longer to load etc.

I have a Belkin DSL router connected to the Modem and its shared over LAN network (3 PC's). I've have tried connecting the modem directly to the PC but it does not improve the speeds. After a few hours it usually does fix itself.

I've done speed tests and the results range from around 4000 kbps to as low as 60kbps.
