Getting NT to fully shut down my PC

My PC keeps going to the 'It is mow safe to shut down your computer' message when I power down. How can I set NT to fully shut down my PC? I have found that 2000 sometimes does this too. The PCs have all shut down normally with 98.

I have never used NT on my home computer but on XP you click on system then device manager click view click show hidden devices and you scoll down to NT AMP/Legacy support and enable this if it is not enabled it will show a red cross i do not know if this is the case with NT OS and it does not apply to computers that come with XP installed as standard.

I have NT4, does the same thing. Is it not just a NT thing?
