This prog (with an .exe suffix) seems to take up a lot of resource, and occasionally clogs up shut down. Is it a normal part of XP or just an unneccesssary resource hog?

It is either an old version of Windows Antispyware/Defender, remove and install the latest version (click here);
or something unsavoury; click here

Start menu/run, type

msconfig

Click the startup tab - if that process is part of the list, it's not the MS product. Update your AVG, do a scan and do the same woth something like AVG Antispyware click here
