fuzzy lines on startup instead of desktop page

Hello,
Fruitbat's advice proved too difficult for me to follow when my Start bar and icons went missing, so I bought a new hard drive.
When started, after the Windows XP pro page, all I got was fuzzy lines. I replaced the video card with an old one and it this works fine - except that it's only 4Mb. I tried installing the card in Safe Mode with the installation disk but again just fuzziness.
Is there a way around it? If I buy a new video card will I have the same problem?

Best to post more information about your system - operating system, hard drive, memory, processor seed, PC make and model and if possible a link to the last query.

The new hard drive seems pretty good. It's a Maxtor 80g. As mentioned it's xp pro with Igig memory and the card I was trying to use was a 64Mb ATI Radeon thing. I don't mind buying another video card but would I have the same problem i.e. not being able to install it?
I suspect that Windows recognised the old 4Mb card and installed its drivers.
