Frozen out of internet

I have Windows XP. Following a prompt from Micosoft Udates I installed SP3. This disconnected me from Windows until I used System Restore in Safe Mode.

I now get the opening screen. From this I can connect to my ISP (Bulldog Broadband) and get the Password Box but freeze at this point. I can also get the Start Box but cannot access any of the functions.

I am using the local Library to access my e-mail and the web.

Can you do a restore to before the update?

Did you mean sp2, I ask because the only refs I can find refer to either windows 2000 or MS office?
