Is it possible to change hover button properties and hyperlinks on one page and then save them throughout the entire web?

With FrontPage you can apply 'themes' which may extend to hover buttons and hyperlinks (not certain).
Failing that, you may want to look into CSS (Cascading Style Sheets) whereby you could define properties in a .css file and get your pages to refer to it. This way, you only need to change properties in one place (the .css file) and it will ripple through to all pages that refer to it. Keith

If your host has these installed then you can create a menu using the hover buttons & save it as "menu.html" you can then select insert/webcomponent/included page from the menu.

Add your pages to the site navigation view and enable 'shared borders'. Provided your buttons are in a border this will make them appear on all pages in the web.
