XP has an adequate fax programme. See click here

XP home has a built in program for faxing. Go to control panel - add/remove programs - windows components, and make sure the fax services box is ticked. You must have a dial-up internet account to fax a document, it will not work with broadband.

All Windows versions have always had an excellent fax facility (Windows Messaging for instance, which was laid out in similar style to Outlook Express) and, as pointed out, XP has the Fax Console, a simple and straightforward utility.
