Can the found new hardware function be temporally disabled.?

I would guess the place to disable it is under Services. It is the "Plug and Play" service NOT the "Universal Plug and Play Device Host" (which is something else entirely).

However, disabling Plug and Play is NOT recommended and you do so entirely at your own risk. I've never done it and not heard of anyone doing so.

A device keeps on trying to install every time i boot up even though is installed already.

Have a look in device manager, click on 'view' and select 'show hidden devices'. In the list see if you have an error mark. It might be a legacy printer showing. Right click and select disable, only, for now. Try a reboot.
