formatting old laptop?

hi, im trying to sort out an old laptop for my dad its just been totaly wiped of all data....i have run fdisk, however the thing is incapable of formatting the HD im using win98cd to boot up i think maybe when it checks the HD integrity(creating partition) the problem lies there, its not getting to 100% it gets to 16/17% then restarts and goes quickly up2 100%,but when i then try format, it will only do 16/17% and no further,any advise plz ty....laptop is toshiba 460cdt sat pro(told u it was old)cheers.

try downloading the ultimate boot disk [type that into google] and boot from it and then let it prepare drive. This will sort out things that fdisk has trouble with.
