formatting hard drive that is not detected

how can I format an external hard drive that is not detected when plugged into USB of PC running XP. Other hard drive containing known good data are detected using the same external housing

Have you checked in Disk management to see if it has been assigned a drive letter?

the drive has not been allocated a drive letter

Does Disc management show the drive at all? I had a recent problem, with W7, whereby I had to allocate a drive letter before a drive would be recognised. I still have found out what caused the problem.

I had the same thing this morning, drive needs a letter to be recognized.
