Formatting external HD in EXT12 or 13 on XP pc

I would like to format an 1TB external in either EXT 12 or 13 which ever Is best for use with a Smartbox 8320HD pvr.I am running my PC with XP pro service pack 3 but I have no idea how I format an external using a different OS.All help will be great please.

Do you mean ext2 and/or ext3? - which are standard linux file systems?

If so, get a Linux Live CD - Mint is possibly the best - download it and burn the .iso file to a CD (note - NOT just copy it).

Then boot your system with the CD and it will be running Linux (won't touch your hard drive). USe this to format your external drive.
