Formatting Drive C unsucessful

I've had my PC for a few years,and have decided ,There's to much junk clogging it up! so ile reformat the drive or wipe it,after going into MS Promts comands,Whilst still in Windows as ME allows,I get the message "Drive C is curentley in use by another process,Aborting format"
Whatever that process is it's beyond me,how do I get around this?

Windows ME or any other flavour will not allow itself to commit suicide. You MUST boot from a start up disk and at the A:\ prompt format c

Restart PC in Dos mode and at the prompt type Format C: /S Before doing this make sure you have a bootable StartUp disk that allows you to access your CD drive.

Just format c

The startup disk, created or downloaded Will be sufficient for a format and re-install.
