To format sd card or not ?

I'm playing with an idea that uses an sd card as a memory store in a mash up of 4-bit digital ics that will generate a predetermined sequence of commands for a set of stepper motors. I need 12 bits in total for each command, to give me step/dir/axis/delay/go instructions, so I plan to clock out three bytes of 4-bits to get them.

Question - do I need to use the card unformatted, formatted in some odd way, or use Fat 16 or 32 ?

Please note - No microcontroller is to be used in this experiment.
