Folder Options

I am running WindowsXP+SP2+AVG etc, etc.
Folder Options is set as "Open each folder in its own window". This works for every folder EXCEPT Folder Options! When I double click on the Folder Options icon in Classic View, it opens behind the control panel window such that it took me some time to find it. All the other icons open their windows properly. Can anyone sort this one out?

Nobody ever came up with a solution for this!
Just in case anyone out there is interested, I give here the answer - which I discovered quite by chance in PC Pro mag, Issue 160. In Tweak UI click on "+"General then click on Focus. Uncheck the box labelled "Prevent applications from stealing focus".
It worked!
