Flash installation problem after popup

I started to get a windows 7 popup box asking whether I wanted to let Flash make changes. It was very persistent and difficult to shift. I did a bit of research and tried uninstalling Flash then reinstalling after a reboot. It told me there was a more recent version already installed even though this was the most recent.

I would appreciate any help. Thanks in advance. Eric

Worth trying a System Restore to prior the Flash problems. (That's what I would do)

Did a system restore. I now have the popup back. Everytime I try to access IE I get popup asking me if I want to allow Flash. If I agree it comes back immediately and repeatedly. If I say no it comes back when I change page.
