Hi winfast, why do you want a cpu fan to run at 4000rpm? For low noise it's better to have a large diameter slow spinning fan.

You can have either high speed or near-silent running, but not both. What you need is a very efficient fan; look for a good CFM rating (Cubic feat per minute is a standard airflow measurement). The larger the better, and couple it with a variable resistor. click here click here click here

2000-5500 rpm variable speed - 21 dba click here a bit pointless posting this seeing as we don't know what cpu you have, but it will show you that what you want isn't too hard to find

Hi winfast. For keeping the CPU cool, you need a lot of air through the heatsink cooling fins. To do this, without resorting to exotic liquid cooling, you need a small diameter fan spinning very fast, or you can have a large diameter fan spinning more slowly, and therefore more quietly. I am using this heatsink with a large diameter fan and am very pleased with it click here. I'm sure that more expensive coolers are available that use the same principle.

processor amd athlon 64 3200

my cpu heats up very quickly within 15 t0 20 minutes fan spins at 4500rpm which is very unusual,since i do not play games neither is overclocked
