Is there any way of monitoring the speed of fans that are not connected to the motherboard?

No (well not in practical terms anyway)- and to have their speed monitored the fans must also have a three wire connection - the third is the speed sensor output.

This is the type of chip the board manufacturers use - and as you see, relies on the fan to have a tachometer output (hence my comment that you can only monitor 3-wire fans).

Also see my comment "not in practical terms" - as the chip would require you to design a board and interface it to the motherboard, and write a program to do the monitoring - this is why it's all done at motherboard level.

I really can't see the point - if it's a 3 wire fan you can connect it to the motherboard and get speed monitoring anyway (on most motherboards) - and if it's a two wire fan, you can't monitor it's speed with anything!
