"Failed getting USB handle" - what does this mean?

I am trying to connect my Garmin etrex GPS to a USB port on a Windows XP PC. I can connect and use on another PC which runs Win Me and has a Serial interface. My XP PC only has a SB interface to I got a USB to serial converter cable. I think I have installed the driver for the USB-serial cable, and have downloaded the USB drivers from the Garmin site. However, as part of the garmin driver installation I am supposed to connect the garmin gps an d follow the "found new hardware procedure". However, that doe snot kick off. I also notice that another program that is supposed to download data from the gps gives the error in the post title. I looks like my PC cannot see the GArmin. What have I done wrong please (busy tearing what little hair I have left out).
