External Hard Disk formatting problem

Recently purchased ATMT 300GB USB 2.0 3.5" External Hard Disk from Amazon. Found that it was formatted in FAT32. Used the Windows XP Format Tool to format in NTFS. Eventually came up with unable to complete format message. Checkedd disk and found it was in RAW format and all attempts to format in NTFS have failed. HELP PLEASE!

Right click my computer > manage < disk management. Locate your external disk, delete any partitions on there, create a new partition and format.
