Here's the 64bn$ question: how does one create an executable file ? And, more important than that, is there a way to edit already existing .exe files ?
Hope you will forgive my ignorance, but this has always represented a hole in my computer (rather scarce) knowledge.

You need something like MS Visual Basic 6.0 to compile your code into an exe.

.exe files are programs (exe = EXEcutable).

So, to write of modify exe files you need to learn how to write programs. If you want to do that, fine, but it's not, as you can imagine, a 5min task!!

Anyone remember how to edit notepad.exe. Just open the file in Wordpad. Search for txt and replace it with ini then save as noteini.exe. Incredible but true, you could do that and use noteini.exe to edit ini files. That was in the days of Windows 3.1 - does it still work?

Notepad can edit ini files as it stands. In fact it can edit any file as long as the file is not too large. You can even use it to write HTML.
