An exception OE has occured - What? - Help please

Hi there, I have a Dell PC that is about 4-5 years old and the old girl has been going fine. I logged on yesterday and when booting up I got this message on a blue screen.
"An exception OE has occurred at 0028:00770076 in VxD---. This was called from 0028:C1833640 in VxD voltrack 04 + 00000430. It may be possible to continue normally. I then press any key and it hangs. I try ctrl/alt/delete and it doesn't help. I am not that technically minded so please go easy on the explanation if anyone responds. Thanks for reading, appreciate any help you can give. Is it fixable?

That last link just about sums the problem up. Many thanks. As I said before not a techie so if when starting the machine I get into safe mode (f5 isn't it?) can I then uninstall the softeware causing the problem?
