Excel Problems

I am using Vista home Premium, when I use Excel
the worksheets are all Read Only when i go to Properties and untick the read only box and then click on apply the box clears but when i click on a file it's still read only and the read only bock is ticked again, sometimes a warning appears that I need administrator Permission I am a home user with a lan network to my other computer. Can anyone please help?
