EXCEL-lent help asked for

A relative has asked me to do some analysis of his mobile telephone bills and I am having a problem setting up a formula that will define what call rates would apply to an alternative provider's tariff. In one cell would be the weekday number (mon=1 to sun=7) and in another a decimalised version of the time (8.15pm= 20.25). In the cell where the formula will lie I wish to produce an answer 1 or 2. Conditions are
a) if weekday>5 answer 2
b) if weekday=5 and time>=20 answer 2
c) if weekday=1 and time =7 answer 2
d) if none of the above conditions fulfilled answer 1.

After several attempts the excel system suggested an answer but that produced #value.

Can anyone assist? Thanks

With weekday in A1, time in B1

=IF(OR(A1>5,AND(A1=5,B1>=20),AND(A1=1,B1=7)),2,1)
