Excel 2007 Picture in Comment for cell

In Excel 2002 it was possible to add a comment to a cell and fill it with a picture, so that when the cursor was held over the cell the picture would appear.
How is this done in Excel 2007? I can add a comment, but can't add a picture to it.
Any ideas?

From the Review tab insert a new comment

Click on the Comment Box, Right Click on one of the Handles

Click on Format Comment

Click on Colors and Lines Tab

Then from the Fill > Color DropDown, click on Fill Effects

Click on the Picture Tab

Click on Select Picture

Navigate to select your picture, select it

Thanks VoG - my mistake was right-clicking on the edge of the Comment Box but not on one of the handles. When NOT on a handle, the format options are limited to Font, colour etc, with no Colours and Lines Tab.
