Error message re: NTDLL.DLL

Whilst trying to launch Microsoft Golf 2001 for the first time I got the "error starting program" dialogue box. Contained within was the message: "The MSACM32.DLL file is linked to missing export NTDLL.DLL: NtClose."

I searched for both files, and they are both within the WINDOWS/SYSTEM folder. Assuming that the NTDLL.DLL file was damaged I searched on click here for a replacement, which I have found. The problem is, It is impossible to replace, since it says that the file is in use. I have tried this in safe mode. I run Windows Me. Could someone who knows what they are doing please tell me a)whether I have diagnosed the problem, and b)how to solve it? Here's hoping...
