Error locating Explorer.exe (what does it mean?)

I am running Win98 on a desktop PC but just as the desktop background comes up on screen, a message stating 'Error locating Explorer.exe. You Must Reinstall Windows' is displayed. When I then click on the OK button of this message box, another message is displayed stating 'A required .DLL file C:\WINDOWS\SYSTEM\SHLWAPI.DLL was not found'.
Could someone tell me if I have to reformat my hard disk and reinstall windows or is there any way to replace this missing file via DOS and the Win98 installion CD. Also I would be like to know what could cause this to happen?
