"ERROR 403.6" please help

Everytime I try to view a certain page, this comes up:

"You are not authorized to view this page
The Web server you are attempting to reach has a list of IP addresses that are not allowed to access the Web site, and the IP address of your browsing computer is on this list.

Please try the following:

Contact the Web site administrator if you believe you should be able to view this directory or page.
HTTP Error 403.6 - Forbidden: IP address of the client has been rejected.
Internet Information Services (IIS)

Technical Information (for support personnel)

Go to Microsoft Product Support Services and perform a title search for the words HTTP and 403.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled About Security, Limiting Access by IP Address, IP Address Access Restrictions, and About Custom Error Messages."

I could not find the IIS manager anywhere on my computer, so I downloaded IIS Manager 6.0 and opened that. It says click Internet Information Services and you should get a list of websites and you select the one you want to access etc. But it comes up with no websites. Instead it says I have to connect to a computer. And when I try to do this it comes up with "This computer is not running Internet Information Services version 4 or higher".

I can't seem to get round this and it's winding me up. Please can someone help. Thanks

I'm guessing that you're not on university premises and the site is locking you out because your IP address isn't in the permitted range to access it - the university network will have a pool of IPs, I imagine. You'd have to talk to the admin of the network.
