When I close Safari 4 I get an error message saying:
Error3009 Safari needs to close.
On IE8 it suddenly closes without any message. Then my system shuts down.

From your other threads on these problems it looks as if the PSU is dying. I'd certainly not use the PC in that state as it might fry the motherboard when it eventually goes. Buy (or borrow if you can) a cheapish PSU that fits your PC to see if that cures the problems.
