Epson Digital Camera L-300 and iPhoto Library

A friend's acquaintance who's in school here from Japan is having trouble with photos saved from her Epson Digital Camera L-300. She can't open the photographs saved in .jpeg format. We've tried on several computers and failed. I'm thinking it might be something to do with the way they've been saved. They're on the CD-Rom in an iPhoto Album - but I've only so far been able to find references to this connected to MACs. Is iPhoto exclusively for MACs perhaps? She'd like to be sending photos home but has failed so far. Any suggestions would be very much appreciated. Thank you.

System Requirements
— Mac OS X 10.2.6 or later
— Mac OS X 10.2.8 recommended (required for CD/DVD burning)
— Macintosh with built-in USB ports
— 400MHz PowerPC G3 processor or better
— 256MB of RAM or higher
— iPhoto 4

don't seem to be a mention of windows. Perhaps an emulation programme of some kind?
