English to Hebrew

My neighbours son is doing some course work and needs to be able to display Hebrew on his screen he also wants to display windows in Hebrew is this possible without to much fuss.

Try Control panel.Regional and languages.Advanced,Look in big box scroll down and You can pick Hebrew on there,But I have never tried it.
