enabling cookies

I am using Win xp home on my laptop. when i visit certain websites i am told to turn on my cookies. i am following religously the instructions to do this in internet options and security and privacy settings and as far as i am concerned all should be right.is there something i am missing? I still get the message to say cookies are not enabled. any ideas?. as i am not very familiar with Xp as i still use 98 on my main pc. thank you

There may be some other program stopping you getting in like Firewall or some other program
