If I am running another program that requires internet access I have this problem too with Outlook, I have to temporary close or pause the program using the internet. This maybe your problem too.

1. Go into Outlook Express
2. Click on "Tools"
3. Click on "Accounts"
4. Click on the tab that says "mail"
5. Double click on your pop3 account
6. Click on the tab that says "Advanced"
7. Look for the section that says "Server Timeout".
8. Move the slider bar all the way to the right.
9. Click on "Apply"
10. Click on "OK"
11. Click on "Close"
12. Shutdown Outlook Express and go back into it.
