E mails can send but not recieve

2 years ago my friend bought a 2 year old Pentium 400 2Gig HD computer.
He joined onetel, they gave him an e mail address, for 2years he has been
on the internet using internet explorer, and never used e mail.
Lately he has tried to use e mail, and has found he can send e mails ,
which are received, but he cannot receive e.mails.
I have checked his connections with him
Tools/internet accounts
Highlight onetel
Click properties/click servers
Incoming mail (pop) pop3.onetel.co.uk
Outgoing mail (smtp) smtp.onetel.co.uk
What else can we do to receive e-mails?

Under the account properties, there's a flag which says "Include this account when receiving mail or synchronizing". Is this checked?
