e-mailing a picture as an attachment problem

My father is having trouble e-mailing a file as an attachment. When he right clicks on the file, and highlights the send to mail recipient option, instead of starting Outlook Express, it opens a dialog box for Microsft Exchange Setup Wizard. Whatever option he chooses, it does not allow him to send the picture. Why isnt is automatically sending the file to Outlook Express and how do you achieve this? Please help.

PS. He can start Outlook Express and attach the image, but he is insistant that he wants to do it this way, so please can you help?

If he has XP, go to picture file, left click to highlight it and you get a window on the left, under files and folders it asks if you want the file made smaller to send it, click OK and Outlook Express opens with the file attached. Type message and send.
