I need even more advice.....

Can I build a site locally on my PC including a cataloque,and then "plug it in" to a payment system,for example Paypal or Nochex once it is completed? Would it be compatable?

I expect my question has several answers,or at least several variations.

My idea was to build the site,cataloque and all,tweak it on my ISP's space,then find suitable webhosting,then hook up to a payment system or two.
Am I on the right track?
The advice so far has been invaluable....many thanks in advance.
