I have been told that a DVD ±RW drive is capable of burning to -R and +R disks, is this right? I always thought that a ±RW drive would only burn to ±RW disks.
No such thing as a ± disk.Disks are either + or - - they are competing formats. ± means it supports both + and -.

Yes - both. "± means it supports both + and -."
There were/are some burners that can only write to R disks (+, -, or both), but can't burn to RW disks.But if it can write to RW, it will be able to write to R also.
